Rules for Journal Editing and Publication
Instituted: August 17, 2015
Chapter 1 General Rules
Article 1 (Purpose)
The purpose of these Rules is to stipulate requirements for the publication of journals, including Journal of Real Estate Analysis, published by the KAB Real Estate Research Institute of Korea Appraisal Board (hereinafter “Research Institute”).
Article 2 (Principles Applied)
A journal published by the Research Institute shall follow the provisions of the present Rules. Provided, that any detailed matter not specified in the present Rules may be decided separately by President of KAB Real Estate Research Institute (hereinafter “President of Research Institute”).
Chapter 2 Editorial Board
Article 3 (Composition and Appointment)
① The Editorial Board shall be composed of no more than 13 editors including 2 Editors in Chief.
② The tasks of the Editor-in-Chief shall be jointly performed by President of Research Institute and one outside editor.
③ In-house editors shall be 2-5 members except President of Research Institute, and be appointed by President of Research Institute.
④ An outside editor shall be one who has the qualification of university professor and above or equivalent, and be appointed in a balanced way in consideration region, university, and major.
⑤ The outside Editor-in-Chief shall be elected from among outside editors.
⑥ The Assistant Administrator shall be designated among Research Institute staff by President of Research Institute.
Article 4 (Roles of Editorial Board)
① The Editor-in-Chief shall have overall responsibility and authority over all work and administration associated with the editing and publication of journals.
② The Editorial Board shall have authority of each of the following.
- 1. Request for article review
- 2. Arbitration of opinions between an author and a reviewer
- 3. Decision on reviewers’ reports
- 4. Selection of final articles for publication
- 5. Determination of display order
- 6. Determination of a journal’s circulation
- 7. Matter on the publication of a cyber journal
- 8. Determination of submission fee, review fee, and publication fee
- 9. Matter defined to be under editor’s authority by the present Rules and Journal’s Rules for Research Ethics
③ The Assistant Administrator shall record and maintain the minutes of Editorial Board meeting, assisting the Editor-in-Chief, and take charge of all practical affairs on accounting and administration in connection with journal publication.
④ The editors and the Assistant Administrator shall not disclose to the outside a contributor’s personal information acquired in connection with the activities of the Editorial Board.
Article 5 (Term of Office)
① The term of office for the in-house Editor-in-Chief shall be the tenure of President of Research Institute.
② The tenure of office for the outside Editor-in-Chief, editors, and the Assistant Administrator shall be two years, and consecutive terms shall be permitted.
Article 6 (Meeting)
① The meetings are divided into the regular meeting and the extraordinary meeting.
② In principle, the regular meeting shall be held twice a year in April, July and November. But it can be replaced by a meeting in writing provided that there is an inevitable reason.
③ The extraordinary meeting shall be held upon the request of one Editor-in-Chief or five or more editors.
④ In principle, the two Editors in Chief shall co-preside the regular meeting and the extraordinary meeting. In case of one Editor-in-Chief’s absence, the meeting may be opened in the presence of the other Editor-in-Chief alone.
⑤ The attendance of a majority of the total editors shall be necessary for the opening of the Editorial Board meeting, and the concurrent vote of a majority of the editors present shall be necessary for the decisions of the meeting. In case of a tie vote, the outside Editor-in-Chief shall have the right to decide, and in case of the outside Editor-in-Chief’s absence, the in-house Editor-in-Chief shall have the right to decide.
Article 7 (Meeting Expense)
A fixed sum of meeting expenses may be paid to outsider editors who attend the meeting.
Chapter 3 Reviewer
Article 8 (Appointment and Roles)
① The Editorial Board shall confidentially appoint three reviewers whose major areas are acknowledged to be suitable for article review.
② Each reviewer shall submit a review report within a period fixed by the Editorial Board. In case that a reviewer’s specialized area and a submitted article do not agree, the reviewer shall notify and cooperate with the Editorial Board so that the Editorial Board may appoint other qualified reviewer.
③ A reviewer who was asked to review an article shall conduct a fair review on the adequacy of its contents and quality in accordance with Article 12 of Review Criteria.
④ In case that a reviewer fails to submit reviewer’s comments within a fixed period after being requested to review an article, the Editor-in-Chief shall send the reviewer the first reminder for overdue review. In case that the reviewer fails to submit reviewer’s comments within five days from the date of the first reminder, the Editor-in-Chief may cancel the appointment of the reviewer, and appoint other reviewer. The reviewer whose appointment was cancelled shall return a relevant article immediately.
⑤ The reviewer can exchange opinions about review with the Editorial Board.
⑥ Personal information of a contributor and reviewers shall not be revealed to each other.
Article 9 (Qualifications)
A reviewer shall be selected by the Editorial Board from those who meet the following requirements.
- 1. One who has a Ph.D. degree in a real estate-related area
- 2. One who has a master’s degree in a real estate-related area, and the experience of work or research for five years and above
- 3. One who has the experience of publishing book(s) or research paper(s) once a year
- 4. One who has the position of full-time lecturer at a university (college) or a junior college, or higher
- 5. Others who are acknowledged as having qualifications equivalent to the above.
Article 10 (Exclusion, etc. of Reviewer)
① In principle, an article submitted by the Editor-in-Chief, an editor, or a reviewer shall be reviewed by other editor or reviewer of the relevant field.
② As for an article submitted by a staff member of Research Institute, any staff member of Research Institute shall not participate as its reviewer apart from in exceptional circumstances.
③ As for an article submitted by a member of an institution to which a reviewer or an editor belongs, the relevant reviewer or editor shall not participate in its review apart from in exceptional circumstances.
Article 11 (Review Fee)
A fixed sum of review fee may be paid to an outside reviewer who completed a fair and legitimate review.
Chapter 4 Evaluation of Article
Article 2 (Review Criteria)
Criteria for reviewing a submitted article are as follows:
- 1. Creativity of the article
- 2. Logicality and consistency in content deployment
- 3. Appropriateness of research methods
- 4. Reliability of research data
- 5. Validity and objectivity of analysis or assessment
- 6. Academic contribution of findings
- 7. Quality of abstract
Article 13 (Procedure and Method of Review)
① An article manuscript shall be sent to a reviewer after deleting contents from which the identify and personal information of its contributor can be inferred.
② A reviewer shall submit to the Editorial Board the results of review and grounds for the results, together with the article reviewed.
③ Within 10 days after receiving reviewers’ comments, the Editorial Board shall deliver to the contributor the copies of Reviewer’s Comments (form of “Appendix 4”) or Review Results Notification (form of “Appendix 5”), in which all reviewers’ comments are reflected.
④ Details of review shall not be disclosed except to the author.
⑤ The review process shall be as shown in “Appendix 1.”
Article 14 (Period of Review)
① As for a period for reviewing an article, in principle, review shall be completed within one month including the first review (no longer than 15 days) and the second review (no longer than seven days).
② Administration related to article review shall be handled by the Assistant Administrator.
③ In case that an author requested to revise an article does not respond to the revision or fails to complete revision within a period specified in Article 15, the article shall be rejected. But in case that it takes a long time to revise or review an article, its review may be carried over after the deliberation of the Editorial Board.
④ In case that another reviewer is appointed and conducts the first review again, a period of the review shall be no more than 10 days.
Article 15 (Period of Article Revision)
① In principle, an article shall be revised within 10 days.
② The Editorial Board may adjust the period, considering the degree of difficulty in revision.
③ In case of unavoidable circumstances such as natural disaster, a contributor may make request for extending the period of revision.
Article 16 (Decision Criteria)
A reviewer shall decide the grade of an article from one of the following:
- 1. ‘Accept’: The journal will publish the article in its original form.
- 2. ‘Accept with Revisions’: This is applied to cases where only the correction of minor wording error is necessary or it is judged that an article may be published after minor revision of contents. The Editorial Board shall notify a contributor of the reviewer’s comments on revision, and the contributor shall revise the article, reflecting the comments positively. Then the contributor shall submit the revised article and the summary of revision within the prescribed period.
- 3. ‘Re-review after Revisions’: This is applied to cases where revisions are important or it is judged that the contents of an article needs major revision. A contributor shall receive the second review after revising the article according to the reviewer’s comments. The decision of re-review is limited to one time only, and in case of the decision of another re-review or below, the article shall be rejected.
- 4. ‘Reject’: This is applied to cases where an article lacks creativity or rationality, it is judged that its quality is too low to be published in a journal, or an article violated research ethics. A reviewer shall clarify the reason for rejection, and a rejected article shall not be reviewed again.
Article 17 (First Review)
① The results of the first review shall be given a decision among Accept, Accept with Revisions, Re-review after Revisions, and Reject. The criteria for the decisions shall be as shown in “Appendix 6.”
② In case that three reviewers give conflicting feedback on the same article, the final decision shall be made according to the principle of second-worst decision. But in case that the last two reviewers’ reports show the difference of two grades or more, the decision shall be made from the re-review.
③ In case that two or more reviewers’ comments are ‘Reject,’ the relevant article shall be rejected.
④ In case that an author does not agree with a reviewer’s request for revision, and reviewers show conflicting opinions about this, the results of review shall be notified to the Editorial Board, and the Editorial Board shall make a decision.
Article 18 (Second Review)
① In the second review, the reviewers of the first review shall review the article again. The reviewers shall give comments about the decision, which shall be among the three grades of Accept, Accept with Revisions, and Reject. But in the case of an article that received the decision of Re-review after Revisions, a reviewer who gave the comment of Accept and a reviewer who gave the comment of Reject may be excluded from reviewers of the second review.
② Article 17 shall apply to matters related to the second review other than the above ①.
Article 19 (Final Decision)
① The Editorial Board shall make the final decision, considering the results of the first review and the second review, provided that an article to be accepted shall be one that received the comments of ‘Accept with Revisions’ or higher from two or more reviewers.
Article 20 (Appeal)
① A contributor who intends to raise an objection to or give a different viewpoint or opinion about a reviewer’s comments, request for revisions, or reason for the second review can appeal to the Editorial Board in writing.
② The Editorial Board may arbitrate in the appeal between the contributor and the reviewer. If they can’t narrow their differences in opinion continuously, the Editorial Board shall make a final decision about the validity of their arguments.
③ The contributor shall not be able to appeal the final decision of the Editorial Board again.
Chapter 5 Submission, Receipt, and Publication
Article 21 (Scope of Articles Submitted)
① Articles entitled to be published in journals including Journal of Real Estate Analysis shall be articles of research on theories, statistics, and objective empirical analysis in the fields of real estate.
② All articles shall comply with the Journal’s Rules for Research Ethics.
Article 22 (Article Writing and Submission)
① The article shall be written in accordance with the Guidelines for Writing Articles defined by the Editorial Board. Any submitted article shall not be returned.
② All responsibility for the contents of an article lies with its author.
③ The Editorial Board may have a contributor pay a fixed sum of review fee, if necessary.
④ An article shall be submitted together with the “Appendix 2” form of Application for Article Submission and the “Appendix 3” form of Request for Article Publication and Agreement on Copyright.
Article 23 (Authorship Indication)
① In case of two or more authors, the lead author and the co-author(s) shall be distinguished, and shall be listed in the order of the lead author and co-author(s).
② The author(s) of an article accepted and to be published may not change arbitrarily the name(s) of author(s) and the order of authors provided at the time of original submission.
Article 24 (Receipt of Article)
① In principle, an article shall be submitted via e-mail.
② Articles can be received by the Editorial Board at all times of the year. The date of receipt shall be a date when an article arrives at the Editorial Board.
③ Upon the receipt of an article, the Assistant Administrator shall notify its contributor of the receipt within seven days from the date of receipt.
④ The Editorial Board shall pre-check a submitted article about its compliance with the required article format and Article 21. If the compliance is confirmed, the Editorial Board shall select reviewers and send the article to them for review.
⑤ As for an article found not to have complied with the required article format as a result of the pre-check, the Editorial Board may request correction from its contributor.
⑥ As for an article that does not comply with Article 21 or has very poor construction or quality as an scientific article, the Editorial Board may return the article with a written reason for return.
Article 25 (Publication of Article)
① The acceptance of an article and its display order shall be determined by the Editorial Board.
② In principle, an accepted article shall be carried by a journal to be published earliest from the time of review completion; its publication, however, may be postponed according to the schedule of review and editing.
③ The Editorial Board can decide the acceptance or rejection of a submitted article, and request revision, supplementation or deletion from its author. As for a revised article, in principle, it shall be reviewed again for its acceptance or rejection. In case that the author refuses revision, the relevant article shall be rejected.
④ Only articles given the decision of ‘Accept’ or ‘Accept with Revisions’ in the final decision shall be published.
⑤ In case a submitted article is given the decision of ‘Reject,’ the Editorial Board shall notify its contributor of the reason for rejection in writing. In principle, a rejected article shall not be returned.
⑥ As for an article to be published, the Editorial Board may adjust its structure, tables, figures, and the form of texts for the purpose of editing.
⑦ For an article given the final decision of ‘Accept,’ the Editors in Chief may issue a certificate of acceptance for publication.
Article 26 (Publication and Distribution)
① The journal shall be issued twice a year on May 31 and November 30. As for the change in publication month or publication frequency, it shall be decided by the Editorial Board.
② The circulation and distribution method of the journal shall be decided by the Editorial Board.
The present Rules shall enter into force on August 17, 2015.
